CDS Release 4.9.0 rejection notification issue: guidance on individual EU member state declaration submission

HMRC have identified a rejection notification issue following CDS Release 4.9.0.

The release delivered a change to reject declarations where EU is declared as the individual member state in Data Elements (D.E) 5/15. As per the guidance issued before the release, customers should not be declaring EU as the individual member state (D.E 5/15) and must instead declare the individual member state country code.

Current functionality

If you attempt to submit a declaration where:

  1. The declaration type is A,C,F,D,Y,Z import declaration (Procedure Category H1, H2, H3, H4, H5, I1 C&F and I1 B&E)
  2. EU is declared as the country of preferential origin (D.E. 5/16),
  3. EU is declared as the individual member state (D.E. 5/15)

The declaration will be unsuccessful; however, you will not receive a rejection notification (DMSREJ) from CDS in this scenario.

Guidance

We are working to fix this issue and will communicate again once resolved. In the interim we ask you to be extra vigilant to ensure you enter the individual EU member state in DE 5/15. If you do have declarations where you are not receiving a response from CDS to first check the Data Elements before contacting HMRC.
