CDS Release 5.0.0.2 - Important update

Following the latest CDS update, an issue has been encountered where an SPS Document Code has been declared in DE 2/3 and no Country of Dispatch has been declared in DE 5/14 at header level. This is leading to declarations being rejected.

Requirement for declaring DE 5/14 Country of Dispatch/Export at Header Level when declaring a Sanitary or Phytosanitary Document Code

A CDS update delivered on 15th January 2026 now mandates declaration of DE 5/14 Country of Dispatch at header level when declaring any of the Sanitary or Phytosanitary (SPS) document codes N002, N851, 9115, C085, C640, N853, C678 or C673, unless declared with document status code XW. This is applicable to H1, H2, H3, H4, H5 & I1 declarations using Additional Declaration type codes A, D, C, F & Y.

Another system change delivered at the same time now permits DE 5/14 Country of Dispatch/Export to be declared simultaneously at both header and item levels.

When using Additional Information code NIDOM, and an SPS document code as detailed above, DE 5/14 Country of Dispatch/Export must also be declared at both header and item levels. Failure to do so will result in the declaration being rejected.

 

In addition to the above, an error was identified with the guidance for Item 10 in the attached document.  This should have stated that when Authorisation Type Code ‘FP’ is declared in DE 3/39, Goods Location Type Code ‘B’ is no longer mandated as the third character of a Goods Location Code in DE 5/23.  The attached document contains the corrected guidance.  We apologise for any confusion this may have caused.
