HMRC updated guidance on GVMS exports via Motis and Stop24 and what happens after 27 June
HMRC wrote to you on 11 June to inform you of changes to the Customs Declaration Service (CDS) and the Goods Vehicle Movement Service (GVMS) to simplify some of the GVMS exports journeys.
The changes were delivered as part of CDS Release 4.8.0 from 6am on Sunday 15 June.
What did our guidance issued on 11 June say?
Export goods that are exiting the UK via Dover GVMS locations require an arrived (EXA) declaration on CDS and a GMR on GVMS that includes all DUCRs under the shipment.
Goods that require an NCTS declaration can then be directed to either Motis or Stop 24 where a Master Unique Consignment Reference (MUCR) is arrived on the HMRC approved external Designated Export Place (DEP) software. The MUCR should contain all the DUCRs that are in the GMR.
Ahead of CDS Release 4.8.0 we had identified a possible impact on CDS messaging to DEP software, meaning that MUCRs arrived at either Motis or Stop 24 may not have gained clearance.
To mitigate the risk, we agreed to implement a short-term workaround until Friday 27 June. Under this workaround, if the arrival of the MUCR resulted in a CDS message to the DEPs software that did not give clearance, the DEP operator would give permission for the goods to leave the premises, subject to any contrary instructions from Border Force.
We confirmed that you could continue to operate as normal and submit arrived (EXA) declarations on CDS and use MUCRs to obtain inventory clearance at either Motis or Stop 24 as you did previously.
What happens after 27 June?
We have now established that there was no impact to CDS messaging, and the short-term workaround was not required. However, we will continue to monitor the situation and keep the workaround in place as a precaution until a long-term solution has been deployed.
You can continue to submit EXA arrived declarations on CDS as you did before and after the release.
HMRC will continue to work with external stakeholders to identify improvements to the process for moving goods via DEPs that meets the needs of the Dover community. HMRC will keep you updated and will engage with your Trade representative bodies.
