France ELO transitional period extended - update July 2025

We would like to inform you of the latest developments regarding the implementation of ELO (Obligatory Logistics Envelope) application at the Brexit Smart Border with the United Kingdom. 

ELO went live on April 28, 2025. Initially, the end of the transition period—before which the presentation of an ELO is not yet mandatory at each crossing—was scheduled for September 1, 2025. 

We would like to draw your attention to our decision to extend the transition period until fall 2025. The exact end date will be confirmed during September, ensuring sufficient preparation time for ferry companies as well as the operators concerned. 

This extension aims to ensure a smooth transition, allowing stakeholders in the logistics chain to adapt to the new requirement of presenting an ELO at every Brexit Smart Border crossing. It will also allow for the deployment of two new versions of ELO and the Brexit IT system: a first version compatible with DELTA IE Export/SDS (national systems connected to AES), and a second enhanced version of ELO incorporating the management of possible ICS2 fallback procedures and taking into account certain specific flows. The delivery details and timelines will be specified in September. 

In addition, a new communication campaign will be launched in the coming weeks in connection with the extension of the transition period. We will rely on your services and contacts to help share these messages with operators using the Smart Border with the United Kingdom.
