Important ICS2 update - 8th August

Following on from our recent updates regarding the implementation of ICS2 Release 3 (R3), there have been growing EU-wide calls for a delay to this due to concerns about the readiness of trade. 

ICS2 R3 mandates the submission of Entry Summary (ENS) declarations for goods moving into the EU by road. The deployment window for ICS2 Release 3 is due to end on 1st September.  

Following these concerns, the EU Commission have announced that, whilst a formal delay is not legally possible, Member States may apply individually for a derogation from the current 1 September R3 deadline

HMRC have confirmed that they are applying for this derogation and that they are reasonably sure that France, Netherlands, Belgium and Ireland will also do so. A list of States applying for the derogation (which will apply until 31st December 2025) will be published by the EU Commission on 18th August. 

This essentially means you won’t have to submit ICS2 ENS declarations for road movements until the end of the year, once the derogations have been granted.

We are still aiming to deliver the functionality in Sequoia by 1st September. 

The functionality in Sequoia, for road movements to the EU, will be free to use, with no licence fee or transaction charges, although a Sequoia licence key will be required. We will let you know how to obtain this in a separate email shortly.
